The DRIEAT Île-de-France is submitting two draft decrees concerning hedge management in the Hauts-de-Seine department for public consultation. These initiatives are part of the OSARGA law and aim to establish a regulatory framework for the preservation of these plant elements.
The first draft decree defines the period for prohibiting work on hedges, set from March 16 to August 15. This period is chosen to protect the reproduction of numerous animal species that nest in hedges, such as birds and reptiles. This measure aims to harmonize dates with existing legislation and was discussed during a consultation meeting on May 13, 2026.
The second draft decree establishes a compensatory replanting coefficient of 1 in case of hedge destruction. This measure, also resulting from a consultation on May 13, 2026, aims to limit ecological impact while considering the low density of hedges in the highly urbanized department. IGN data on hedges (BD Haie, 2024) were used for this assessment.
Law n° 2025-268 on food sovereignty and generational renewal in agriculture introduced the unique hedge regime, defining a hedge as a linear vegetation unit less than 20 meters wide, composed of at least two elements among shrubs, trees, or other woody plants. This regime does not apply to tree-lined avenues or hedges bordering private gardens.
The public consultation is open electronically until October 19, 2026. A summary of the observations will be published later on the DRIEAT website.
