A public consultation is open from November 5, 2026, to February 5, 2027, concerning the ZAC de la Motte project, located in Serris and Bailly-Romainvilliers. This project, led by EpaFrance, aims to develop a new residential district over 78 hectares.

The public is invited to inform themselves and express their views on the ZAC de la Motte project, led by EpaFrance in partnership with the municipalities of Serris and Bailly-Romainvilliers, Val d’Europe Agglomération, and Euro Disney. This project is part of the fifth phase of the Val d’Europe development.
Located northwest of the intersection between Avenue Paul Séramy and RD406, the project covers approximately 78 hectares. By 2038, it plans the gradual development of a mixed-use district with a residential focus, including local shops and public facilities. The ZAC de la Motte project will feature around 2,300 family homes, 2 school groups, approximately 2,900 m² of retail space, and 5,000 m² dedicated to specific economic development.
A green corridor will traverse the site from north to south, with a variable width of 20 to 45 meters, organizing the future district while ensuring landscape continuity. The project also pays special attention to daily travel, with the development of pedestrian paths and inter-district cycle lanes to facilitate movement between different sectors. Particular care is given to the natural environment, including the preservation and enhancement of the stream on the site and the Bois de la Motte.
The public consultation aims to inform about the project's objectives and characteristics, and to gather citizens' questions, viewpoints, observations, and proposals. These contributions will inform the project's development and evolution, covering aspects like public spaces, green areas, soft mobility, parking, housing, shops, and public facilities.
Participation is possible via email at concertation-zac-de-la-motte@epa-marnelavallee.fr, and on paper registers at the town halls of Bailly-Romainvilliers and Serris.
Public meetings are scheduled: an opening meeting on November 5 in Serris (6:30 PM), proximity meetings on November 14 in Bailly-Romainvilliers and January 16 in Serris, a site walk on November 21 (meeting point at the Aquatic Center parking), and a restitution meeting on February 1 in Bailly-Romainvilliers (6:30 PM).
