The Department of Seine-et-Marne begins on October 26, 2026, the construction of a new roundabout in the communes of Torcy and Saint-Thibault-des-Vignes, near exit n°10 west of the Francilienne, to enhance safety and traffic fluidity.

The current traffic light-controlled intersection can no longer accommodate the increasing traffic in the area. During peak hours, queue build-ups exceeding 100 meters are regularly observed on the highway ramp, creating a sense of insecurity for drivers.
The future development aims to secure and streamline traffic flow between the RD 10p, the A104, and the access to the Torcy leisure island, while anticipating future traffic increases.
The works, with a provisional duration of 3 months, will start on Monday, October 26, 2026. Traffic management measures will be implemented, including the closure of the A104 exit ramp n°10 (Province – Paris direction) day and night, and making the RD 10p one-way from Torcy towards Saint-Thibault-des-Vignes. A local diversion will be set up.
These works will also affect the routes of several bus lines: 2280, 2281, 7719, and N141. It is advisable to check real-time schedules and traffic conditions on the Île-de-France Mobilités website.
The estimated cost of the project is 1 million euros, co-financed at 50% by the region Île-de-France and the Department of Seine-et-Marne.
