The development project for the ZAC Montjoie in Saint-Denis is progressing in its operational phase. The modifications include the creation of a 1.2-hectare park, strengthening the green and blue infrastructure, and developing a crossway. The proportion of housing will increase at the expense of commercial and office spaces. Three old industrial buildings will be preserved and repurposed. A new commercial hub, featuring a supermarket over 1000 m², is planned for the southeast of the ZAC, alongside the remediation of degraded housing buildings.
In this context, Plaine Commune has updated the project's environmental assessment. By deliberation on September 22, 2026, the Territorial Council approved the organization of a Public Electronic Consultation (PPVE). This procedure allows citizens to provide online feedback on significant projects subject to environmental assessment, in accordance with the Environmental Code.
During the PPVE, the public can consult the file, submit observations, and ask questions via a digital register. These contributions will be considered by the competent authority before the Territorial Council's final approval of the development file modification.
The PPVE will take place starting October 30, 2026, for a period of 32 consecutive days. The file will be available for consultation on the dedicated website (registre-numerique.fr/zac-montjoie-st-denis) and on digital tablets provided to the public.
On-site consultations will be held at the Service territorial urbanisme réglementaire (building le Saint-Jean, 6 rue de Strasbourg in Saint-Denis) from Monday to Friday, 8:30 AM to 12 PM and 1:30 PM to 5 PM, as well as at the headquarters of EPT Plaine Commune (21 avenue Jules Rimet in Saint-Denis) from Monday to Friday, 9 AM to 5 PM.
