Residents of Vitry-sur-Seine will be able to express their views on the Thermo-sur-Seine project on December 6 during a citizen vote. This consultation will be open to foreign nationals living in the city and to young people aged 16 and over. The announcement was made by the mayor, Pierre Bell-Lloch, at a press conference on October 1st.
This optional consultation, provided for by the general code of territorial collectivities, concerns the CSR heating plant project on the EDF site in Ardoines, aimed at developing the Parisian heating network. The mayor described the event as the '11th Republic ahead of its time' and a 'large-scale participatory democracy experiment,' emphasizing the importance of involving young people and all residents.
Pierre Bell-Lloch recalled that the city had set five conditions for the project: the health of residents, local jobs, limiting road traffic, reducing heating bills, and respecting the city's working-class heritage. The city of Vitry officially opposed the project in its current form, as marked by a motion adopted by the municipal council on May 20, 2026.
The municipal consultation continues with public hearings for project proponents, opposing associations, and independent experts, complementing that of the National Commission for Public Debate (CNDP). Discussions will take place throughout October and November.
