The municipality of Chilly-Mazarin, the first in the Paris-Saclay agglomeration to adopt this system, is committed to ensuring residents have decent, safe, and quality housing. The goal is to prevent the rental of degraded, damp, poorly insulated properties, or those posing safety risks to occupants, by acting proactively rather than waiting for reports of unhealthiness.
"We are acting to strengthen the fight against slum landlords, prevent housing overcrowding, and preserve the quality of the private rental stock. It will also allow for better identification of degraded housing and support for owners in their renovation when necessary," indicates Florence Terrien, Deputy Mayor for Solidarity.
Two procedures will apply depending on the sectors defined by the Town. Private landlords will either have to submit a rental declaration within 15 days of signing the lease, or obtain a prior rental authorization before signing. These obligations will apply upon the first rental or a change of tenant.
Failure to comply with these obligations may result in financial penalties of up to €5,000, or even €15,000 for renting despite a refusal of authorization. Beyond control, the rental permit also serves as a tool for prevention and support, aiming to sustainably preserve housing quality.
Affected owners can find the map of the concerned sectors, the list of streets, and all necessary information on the Town's website.
