The draft plan aims to reduce the negative consequences of floods on human health, the economy, the environment, and heritage. It provides a framework for local flood risk management policies by combining vulnerability reduction, hazard management, crisis management, improved knowledge, and risk culture. Public and stakeholder input is crucial for advancing this plan.
The consultation runs from November 19, 2026, to May 18, 2027. Documents can be reviewed online or in paper format at the DRIEAT, located at 21-23 rue Miollis, 75015 Paris. A questionnaire is available to submit feedback.
Following the analysis of feedback, the draft PGRI, potentially amended, will be presented to the technical bodies and the basin committee before its approval by the Basin Coordinating Prefect in December 2027. The updated plan will come into effect on January 1, 2028.
The Seine-Normandy basin, covering 95,000 km², is subject to various hazards such as river overflows, marine submersion, runoff, and groundwater flooding. Five million people live in flood-prone areas, and four million work there. A centennial flood could cause up to 28 billion euros in damages.
The four main objectives of the updated PGRI draft are: developing resilient territories to reduce vulnerability, acting on hazards to increase safety, improving forecasting and crisis management, and engaging all stakeholders in risk knowledge and culture. These objectives consider climate change and clarify expectations for stormwater management and stakeholder roles.
