Associations are invited to respond to the « City Policy » call for projects. Submitted projects must benefit residents of priority neighborhoods and align with the priorities of the city contract for Plaine Commune and the Interministerial Committee for Cities of June 6, 2025. Priority axes include success and full employment, a healthy and safe living environment, and equal opportunities for children and young people.
Particular attention will be paid this year to combating the prostitution of minors, mental health (prevention, identification, referral), and living together (promoting civic engagement and combating all forms of discrimination and stereotypes). Projects on other themes are not excluded but will be considered less of a priority.
Regarding financial conditions, the minimum grant amount awarded by the State is €3,000, not exceeding 80% of the total project cost. Project leaders must now propose at least three success criteria to evaluate their action.
Applications are submitted online via the DAUPHIN platform. It is recommended to send a pre-project proposal to the City before final validation for review. Pre-projects should be sent to contratdeville@saintdenis.fr, with copies to the project managers and the prefect's delegates, by November 11, 2026.
Once the file is submitted on the DAUPHIN platform, the CERFA form must be sent to contratdeville@saintdenis.fr. The deadline for submitting applications on the platform is December 1, 2026, at 11:59 PM.
To support project leaders, two information webinars are organized for Plaine Commune: on Monday, October 12, 2026 (12 PM) and Tuesday, October 20, 2026 (2:30 PM). Sessions for assistance with online application filling will be held at the Maison de la vie associative de Saint-Denis-Pierrefitte on Wednesday, October 21, 2026 (5:30 PM-7 PM) and Thursday, November 5, 2026 (5:30 PM-7 PM). Registration is mandatory by email to contratdeville@saintdenis.fr.
