2025 Activity Report: Plaine Vallée Details Projects and Key Figures

The Plaine Vallée Agglomeration Community has published its 2025 activity report, detailing concrete projects carried out for its 187,761 inhabitants in various areas such as employment, security, and ecological transition.

The Territory Project 2025-2035, unanimously adopted in January, sets the main orientations for the coming decade: economic development, mobility, security, ecological transition, and quality of life. Following this, a Local Health Contract initiative was launched, based on a consultation that received 934 responses from residents.
In terms of employment and businesses, 550 people were assisted in their job search, and 75 companies received funding. The Territory Business Day (JET) brought together 500 economic actors. The venue Le 14K hosted 38 resident companies, contributing to the creation of 70 jobs. New digital platforms, eco-plainevallee.fr and plainevallee.simplanter.fr, now facilitate business establishment.
The territory is becoming more secure thanks to the intercommunal Urban Supervision Center, the first of its kind in France, which relies on 679 cameras and 32 operators working 24/7. This center played a crucial role during significant events, including a tornado passing through the area. 115 intercommunal municipal police officers are also deployed.
Ecological transition is a key focus with the adoption of the Territorial Climate Air Energy Plan (PCAET) 2025-2031, identifying 43 actions. Public lighting electricity consumption has decreased by 56% since 2012 due to the switch to LEDs. A solar farm project in Saint-Brice-sous-Forêt has made significant progress, and over 1,000 residents contributed to a survey on soft mobility.
The redevelopment of the Butte Pinson is complete with the delivery of the final housing units in February 2025, including 93 adapted homes and the rehousing of 375 inhabitants.
For sports, culture, and leisure, the intercommunal swimming pools welcomed over 458,000 visitors. The media library network offers 348,793 documents, and the Bib’Créative day attracted 3,622 participants. The Théâtre Silvia Monfort hosted more than 5,000 spectators.
The agglomeration's management remains rigorous, with a stable operating budget and no new loans taken out since 2023, while continuing investments.
