As part of its new Local Housing Program (PLH) 2023-2028, the Cergy-Pontoise agglomeration has identified 8,100 homes in the private sector as 'energy-inefficient' ('passoires énergétiques'), rated F or G. These primary residences constitute 14% of the territory's total housing stock.
The Val d’Oise Rénov’ program, to which the agglomeration contributes €51,675 per year over three years, aims to facilitate and promote energy renovation. It serves as a single public point for information, advice, and free, neutral support for all homeowners, regardless of income. The goal is to reduce heating bills and significantly improve daily comfort.
Implementation is entrusted to ADIL95 (Departmental Housing Information Agency) for legal and financial aspects, and the Soliha movement for technical work support. Local information sessions are held in several towns within the agglomeration, including Éragny-sur-Oise, Vauréal, and Cergy.
Residents are reminded to be vigilant against energy renovation scams, as official bodies never engage in direct solicitation. Advice is available on the Val d’Oise Rénov’ website and in a downloadable document.
Special information sessions are scheduled for October, November, and December 2026. Appointments, lasting 30 minutes for ADIL95 and 45 minutes for Soliha, can be booked via their respective websites. ADIL95 also offers phone consultations on the 3rd Thursday of each month.
