The modification order aims to implement written and graphical corrections, particularly concerning parking, rainwater infiltration, sectoral planning and programming orientations (OAP) for Boissy-aux-Cailles and Fontainebleau, and the consistency of OAPs with the presentation report. Adjustments are also planned for the ecological continuities, landscape, and biodiversity OAP, a line of trees in Chartrettes and Samois-sur-Seine, a hedge to be repositioned in Achères-la-Forêt, a plot in Ux zone in Arbonne-la-Forêt, a buildable strip in Avon, Bois-le-Roi, Héricy, and Cély, and a UE zone in Samois-sur-Seine.
The modification project also seeks to clarify written rules that may be subject to interpretation or difficult to apply. This primarily concerns general provisions related to existing constructions, identical reconstruction, change of use within commercial diversity protection lines, the positioning of constructions relative to neighboring constructions and boundary lines, constructions in protected developable green spaces, annexes in natural zones, and consistency with remarkable heritage sites (SPR).
Written rule supplements are planned to ensure more effective application, particularly regarding ground-mounted solar panels, the global development project waiting perimeter (PAPAG) in Chartrettes, construction heights in N zones, calculation of fence heights at boundary lines, premises for selling farm products in agricultural zones, and change of use for buildings outside the buildable strip. Annexes, technical installations, roof windows, balconies, terraces, planting obligations, protection of mature trees, watercourse protection strips, permeable ground surfaces, chimney bases, and cladding/roofing will also be specified.
The graphical regulations will be adapted to re-evaluate the relevance of certain building setback lines in Avon and Fontainebleau, revise protected developable green spaces in Saint-Sauveur-sur-Ecole, Recloses, and Avon, and the delimitation of the limited size and capacity sector (STECAL) of the Ile-de-Loisirs in Bois-le-Roi. Alignments of trees, a remarkable tree, strict protected green spaces, walls to be protected, paths, agricultural zones, protected ponds, wooded edge protection strips, reserved plots in Cély and Barbizon, and buildings for change of use in natural zones will also be integrated or corrected.
Finally, the procedure will allow for any evolution deemed necessary or relevant to the PLUi documents, provided it consists of minor corrections or adjustments that do not compromise the general orientations of the Development and Sustainable Development Plan (PADD).
