The data center project on the ZAC Paris-Villaroche in Réau, led by the Sénart Development Public Establishment, has met with strong opposition from the municipality of Moissy-Cramayel. While acknowledging the importance of economic development and employment, the Town expresses serious concerns regarding energy consumption, land artificialization, air quality, heat production, and limited economic benefits relative to the area occupied (38 hectares) for an announced workforce of nearly 300 by 2031.
The municipality questions the development model of Seine-et-Marne, which already hosts numerous infrastructures. It also deplores a lack of consultation, not having been solicited despite the proximity to Réau. The Municipal Council has therefore issued an unfavorable opinion, requesting a comprehensive assessment of impacts and alternatives favoring already artificialized land.
Regarding the 2027 budget guidelines, Moissy intends to continue its investments despite financial constraints, including a loss of €600,000 in revenue in 2026. The Town has chosen not to increase municipal tax rates or service fees, while maintaining support for associations and strengthening the CCAS's resources.
Significant investments are planned for the energy renovation of the Noyer-Perrot school group (over 3 million euros), the renovation of the Prés Brûlés gymnasium (1.65 million euros), and the rehabilitation of the Jean-Jaurès dojo (800,000 €). The redevelopment of the town center, road renovations, and the expansion of video surveillance will also continue.
In terms of public safety, the Town is strengthening the presence of its Municipal Police. Staff numbers will gradually increase from 11 to 13 officers in early 2027, and intervention hours will be extended, particularly in the evenings and on weekends, with a presence until 2 a.m. on Fridays and Saturdays.
A new tool, the "rappel à l’ordre" (formal warning), is also being introduced for delinquency prevention. The Mayor will be able to summon individuals responsible for certain minor offenses, including minors in the presence of their legal guardians. A protocol will be signed with the public prosecutor of Melun and the Grand Paris Sud agglomeration.
