The City of Sarcelles is launching a public inquiry from October 15 to November 16, 2026, regarding the development project for the Watteau and Paul Valéry sectors, as part of the New National Urban Renewal Program (NPNRU).

As part of the New National Urban Renewal Program (NPNRU), the municipality of Sarcelles is transforming the Lochères district. Led by Séquano Aménagement with the support of the Roissy Pays de France urban community, this operation aims to open up the area, diversify housing, and modernize public spaces, while enhancing cycle paths and pedestrian links.
The Paul Valéry sector will see the demolition of 166 old housing units and the construction of 233 new homes (107 for ownership, 126 for students). A pedestrian and cycle mall will connect Kennedy park to the sports plain.
In the Watteau sector, 230 deteriorated dwellings will be demolished to make way for 250 new homes. A new access road will link Avenue Paul Valéry to Avenue Koenig, and pedestrian areas like the Fragonard mall and Corot alley will be fully redeveloped.
The public inquiry runs until November 16, 2026, midnight. Residents can consult the file and express their views in three ways: at the Urban Planning department (1st floor, 3 Boulevard Albert Camus), via the online register at registre-numerique.fr/npnru-sarcelles, or by email to npnru-sarcelles@mail.registre-numerique.fr.
You can also send a letter addressed to the investigating commissioner, Ms. Annie POIRET, at the Urban Planning Department – 3 Boulevard Albert Camus, 95200 Sarcelles.
