The closure of the A13 motorway tunnel in Saint-Cloud, from November 16, 2026, to the end of August 2027, represents a major constraint for territorial accessibility and the daily commutes of Yvelines residents. The Department has adopted a motion outlining its demands and commitments to minimize this impact.
While acknowledging the necessity of the tunnel reinforcement works, the Department regrets the short notice given to residents, businesses, and local authorities for organization. It commends the consultation initiated by the regional prefect and the commitments from Île-de-France Mobilités to strengthen the Express bus lines on the A14. However, close attention will be paid to the practical options for motorists to switch to public transport, given the daily difficulties already faced by residents.
At the Departmental Assembly meeting on September 25, several measures were adopted. An exceptional fare of €3.50 per trip is requested for the Duplex A86 to provide a concrete solution for residents in the southern Yvelines and limit congestion on local and departmental roads.
The Departmental Council also seeks to improve public transport quality, including regularity, peak hour capacity, and passenger information for lines J, L, N, U, and RER A and C. Increasing the capacity of the Express line 7815 is also requested to ensure service to Saint-Quentin-en-Yvelines.
Another demand is to postpone the significant rail renewal works planned for 2027 on the affected lines to 2028, subject to essential safety interventions. The aim is to avoid accumulating train service interruptions with the closure of the A13.
Finally, the Yvelines Department commits to amplifying the consultation with municipalities regarding the schedule of local roadworks, aiming to postpone projects that could worsen difficulties on diversion routes.

We must nevertheless defend the rights of access to their homes for the people of Yvelines who will go to work, seek medical care, or engage in activities in Paris. Therefore, it is a reactive, vigilant, and participatory Yvelines Department that has decided on this motion, which I hope will help mitigate the immense difficulties we will undoubtedly face. Safety comes first, but it will unfortunately come at the expense of the comfort of the people of Yvelines, who can count on our vigilance and mobilization."
