The urban renewal project for the Bulvis sector in Rueil-Malmaison is entering a new phase with a public inquiry scheduled from Monday, October 26 to Friday, November 27, 2026. This consultation aims to gather public feedback on the large-scale operation and the necessary modification of the Local Urban Plan (PLU).
Organized by the territorial public establishment Paris Ouest La Défense, the inquiry concerns a project declaration for the Bulvis social housing residence and the relocation of the firefighters' barracks. It will allow citizens to learn about the planned developments before the territorial council votes on the PLU's compatibility.
The overall project involves restructuring the sector to rethink its uses and urban integration. A total of 352 housing units are planned, comprising 202 social housing units and 150 free-market units, aiming for urban diversity. The development will also address current parking issues within the residence managed by Batigère.
Landscape integration is a key focus of the project, considering the proximity of the Bulvis cemetery and the Malmaison state forest. Plans include developing a landscaped road network and creating quality public spaces for better environmental integration and coherent movement organization.
To implement this operation, the PLU of Rueil-Malmaison will be made compatible, notably through the creation of a planning and programming orientation (OAP) to guide the sector's overall development.
The public inquiry will last 33 days, from October 26 at 9 AM to November 27, 2026, at 5 PM. The file will be available for consultation at the Rueil-Malmaison town hall, located at 13, boulevard du Maréchal-Foch, as well as on a public computer terminal and online via the dedicated digital register and the City's website. The environmental assessment of the project, conducted by the Regional Environmental Authority Mission of Île-de-France (MRAe), received no objections on April 5, 2026.
Residents and interested parties can submit their observations throughout the inquiry period. François Declercq, an inquiry commissioner appointed by the administrative tribunal of Cergy-Pontoise, will hold four public sessions at the town hall: on Monday, October 26 (9 AM-12 PM), Saturday, November 7 (9 AM-12 PM), Thursday, November 19 (5 PM-8 PM), and Friday, November 27 (2 PM-5 PM).
