More than 120 people participated in the public meeting of the Citizen Committee for Transparency in Housing Allocation (Cocital), on Friday, September 25, at the Jean Vilar hall in Mitry-Mory, to understand the social housing allocation mechanisms and review the 2025 year-end balance.

The flow management system, implemented in 2024, has significantly altered the social housing allocation process. When a property becomes vacant, it is no longer automatically offered to the same applicant; the housing provider decides who receives it based on set objectives. The scoring of applications is now organized at the inter-municipal level. These are important changes in a context where demand remains high.
By the end of 2025, 12,574 applicants had listed Mitry-Mory among their desired municipalities. Of these, 1,244 had contacted the City's housing and habitat service, including 648 residents of Mitry-Mory. Faced with these needs, opportunities remain limited: out of the 146 housing units that became available in 2025, only 35 were returned to the City, which was able to present three candidates for each.
Established in 2017, Cocital aims to make these rules more understandable and to better inform residents about the reality of housing allocations. In parallel, the housing and habitat service continues to receive and assist applicants in their procedures.
