With only weeks left until the national experiment ends in November 2026, Plaine Commune is advocating for the permanent inclusion of rent control in common law, citing a 3-4% reduction in rents in Seine-Saint-Denis.

Meeting on October 14th in its Territorial Executive Conference, the intercommunal body called for the strengthening of this system, implemented on June 1st, 2021, as part of the ELAN law. According to national assessments, rent control has generated tens of millions of euros in savings for tenants in the area.
Plaine Commune emphasizes that rent control is a concrete tool for protecting purchasing power and regulating the rental market, which remains very tight in Seine-Saint-Denis. Since 2021, the intercommunal body has been working to inform residents and facilitate access to rights.
Despite the real positive effects, the scheme's effectiveness is hampered by procedural complexity and insufficient control and sanctioning means. President Bally Bagayoko had already presented this position to the Minister for Housing last July.
Plaine Commune therefore calls for the permanent inclusion of rent control in common law, simplification of appeal procedures, strengthening of controls, better tenant protection, and more effective action against circumvention.
