Thermal rehabilitation works for 572 homes in the Montreau - Le Morillon neighborhood of Montreuil began in June 2025 and will continue until June 2027. This project aims to significantly improve building thermal insulation, roof repairs, replacement of exterior joinery, and interventions in bathrooms and common areas.
As part of this initiative, the Urban and Social Project Management (MOUS) for relocation is handled by the Cabinet Le Fresne. Support sessions are organized every Tuesday morning at 84 allée Suzanne Martorell, on the ground floor.
The project also includes an urban study to refine the strategic public spaces program, taking into account feedback from the ANRU (National Agency for Urban Renewal) to propose an improved living environment for residents.
Launched in 2014, the NPNRU is transforming over 450 priority neighborhoods across France, focusing on housing, public spaces, and facilities. The Montreau - Le Morillon neighborhood has been designated a regional interest area and has been part of a contractual framework with the ANRU since 2016.
The overall project, submitted in November 2020, amounts to over 145 million euros HT, with a request for financial contributions totaling 66 million euros. In September 2021, the ANRU approved the project and granted 30 million euros in funding, refocusing the project around Place Le Morillon and Place Descartes.
This project has been developed with the active participation of residents, who have been involved at every stage. The five pillars of the project aim to renovate housing (1114 homes owned by Est Ensemble Habitat), meet residents' needs with new services and adapted facilities, improve public spaces in the neighborhood center, connect the area with new transport links, and foster a project with a strong environmental ambition.
The master plan, a tool for urban project management, defines its philosophy, ambitions, and principles of spatial and urban organization. It is designed to be flexible and adaptable, evolving with economic, technical, and social contexts.
The project is financed by the State, Est Ensemble, the City of Montreuil, Est Ensemble Habitat, Action Logement, the Caisse des Dépôts, and the Île-de-France Region.
