The Arcades – Marché Neuf district, located in the heart of Cergy's Grand Centre, is the subject of an ambitious transformation project. Strategically positioned between the Cergy Préfecture station hub, the Trois Fontaines shopping center, the university campus, and the François-Mitterrand park, this area required evolution to address unclear pedestrian paths, a significant heat island effect due to parking, a lack of green spaces, and growing needs in logistics and waste management.
The main objective is to make this sector more comfortable, safer, and more attractive for residents, employees, students, and visitors. The project involves two complementary components: a real estate program led by SOGEPROM and public space development managed by the Community of Agglomeration.
Over 5,000 m² of paved areas will be removed to make way for new green spaces. More than 50 trees will be planted, and the vegetated surface will more than double to combat the effects of summer heatwaves and improve overall comfort. Pedestrian continuities will be created between the different hubs of the Grand Centre, facilitating and securing travel.
The real estate program will include 267 housing units, comprising family housing and units for young professionals, as well as approximately 4,650 m² of offices and spaces for services and leisure. This new offering aims to accommodate an additional 1,600 inhabitants and 1,000 more jobs by 2035, thereby strengthening the district's footfall and vibrancy.
User consultation is a key stage of the project. A first public meeting was held on July 1st to present the development's main orientations and gather residents' expectations. Studies are ongoing, and a second meeting is proposed to local shopkeepers to discuss future changes, particularly regarding parking, traffic, and logistics.
