This initiative aims to preserve quality housing, protect future occupants, and maintain a pleasant living environment. It complements the existing 'permit to rent' to combat substandard housing.
The 'permit to divide' must be obtained before undertaking work to convert a property into several separate housing units, such as dividing a large house into two apartments.
The goal is to ensure that newly created dwellings meet satisfactory living conditions: they must be dignified, decent, compliant with safety and health regulations, align with urban planning rules, and be suitable for sustainable, quality occupation. This also helps limit excessive divisions, maintain the town's residential appeal, and anticipate impacts on parking and neighborhood quality of life.
By applying for this authorization before starting work, property owners can secure their investment, avoid non-compliant construction, and reduce the risk of future permit denials.
The municipality may refuse a project or grant it with conditions if it does not comply with the Local Urban Plan (PLU), division rules, poses safety or health risks, or results in dwellings below minimum habitability standards.
From September 1, 2026, all relevant housing division requests must obtain prior authorization throughout the entire municipal territory. Failure to comply can result in fines of up to €25,000.
To apply, a preliminary request form will soon be available for download and must be submitted to the town hall.
